The Brandon Police Service is seeking the public’s assistance in locating this person who is: “WANTED BY POLICE”: Melvin MOUSSEAU FOR Break & Enter & Arson.  On August 22nd, 2024, Melvin MOUSSEAU broke into a residence located on 12 Street North and lit a pile of clothes on fire inside the front door. MOUSSEAU was located at the residence, arrested and released, however has failed to attend court, therefore a warrant of arrest has been issued for Melvin MOUSSEAU. CRIME OF THE WEEK for November 8th, 2024 The Brandon Police Service is seeking the public’s assistance in solving a Theft Over $5000  On September 8th, 2024, three males attended a business in the 100 block of Victoria Avenue East. One of the males distracted an employee while the other males proceeded to steal approximately $14,000.00 in store merchandise. The suspects fled but not before being captured on video surveillance. Brandon City Council To Discuss Development Charge Increases For Infrastructure Growth

As Brandon grows, the need for new municipal infrastructure becomes increasingly important. Development Charges (DC) provide one method to help fund the construction of essential off-site infrastructure to ensure the city can continue to grow over the next 20 years. The infrastructure supported by DCs include transportation, water, wastewater, and land drainage. While developers are responsible for constructing on-site infrastructure within the boundaries of new neighbourhoods, the City is responsible for constructing the necessary off-site infrastructure. The City of Brandon uses DCs to fund off-site infrastructure costs for new development and redevelopment. This approach ensures a consistent distribution of costs in line with the City’s commitment to fairness and transparency. DCs have been in place since 2019. As part of the original By-law No. 7175, a regular review of the rates is required. Over the last two years, the City of Brandon engaged Watson & Associates Economists Ltd. to support the City of Brandon in this process. The Development Charges Background Study is a comprehensive analysis of the future infrastructure needs and funding requirements to support the next 20 years of growth within the City of Brandon. Currently, water and wastewater DCs are approved under the Public Utilities Board of Manitoba (PUB). It is estimated that the PUB approval process will take several months from the application submission date. Given this timeline, and to align capital infrastructure needs with updated DC rates, amendments to the original By-law No. 7175 will be carried out through two sequential by-laws: The first amendment, By-law No. 7397, includes updated rates for transportation and land drainage network infrastructure; The second amendment, By-law No. 7406, will address the remaining rates for water and wastewater treatment and network infrastructure, including wastewater sewers, watermains, and roads. By-law No. 7397, which proposes an amendment to the original By-law No. 7175, was presented to the Council for its first reading on Nov. 4, 2024. By-law No. 7406 will follow for consideration on Nov. 18, 2024. Public hearings for both By-law No. 7397 and By-law No. 7406 will be held on Monday, Dec. 16, 2024, at 7 p.m. in the City Hall Council Chambers. High School Incident

On November 5th Brandon Police Service High School Resource Officer received a report about an in individual with a weapon in the vicinity of the school. BPS attended to the school and two individuals causing concern, a 14-year-old male and a 14-year-old female, were detained in the vicinity of the school. Noone was harmed. Both youths are currently subject of an Undertaking and each breached a respective condition. The two youth were held in custody and will attend court in the morning on November 6th, 2024. Suspects from October 27th theft caught and charged, Motor Vehicle Vs. Pedestrian accident

Theft Under $5000 On October 27th, 2024, a report of a male and female shoplifting in a store in the 900 block of Victoria Avenue came in to Police. Security footage assisted in identifying the suspects – 34-year-old female and 32-year-old male. On November 4th at 12:32PM they were located and arrested. They were released on an Undertaking with a court date of January 13th, 2025. Motor Vehicle Vs. Pedestrian On November 4th, 2024, a report of a Motor Vehicle Collision vs Pedestrian at 1st Street and McTavish Avenue came in. A 70-year-old female pedestrian was taken to hospital via ambulance with non-life-threatening injuries. The 47-year-old male driver indicated he was travelling west bound on McTavish, turning South bound onto 1st street and didn’t see the pedestrian due to the position of the sun. Witness statements were collected and no charges were laid. Attempted Theft of Motor Vehicle / Mischief Under $5000 On November 4th at 8:37PM reports of a disturbance in the 1000 block of 7th Street came in to police. A 21-year-old male attempted stealing a family vehicle, damaged the windshield and rear-view mirror and upon police arrival fled on foot. He was soon located in the area. He was released on an Undertaking with a court date of January 9th, 2025.    

Brandon Celebrates Collaboration With Fusion Credit Union To Save Brandon Ratepayers Millions

The City of Brandon and Fusion Credit Union have signed an agreement with the Canada Infrastructure Bank (CIB) to drive community development and economic growth in Brandon. The City of Brandon has forged a partnership with Fusion Credit Union, CIB, and the Province of Manitoba, focusing on essential water and wastewater infrastructure projects.  The partnership supports growth and development in Brandon and provides clean drinking water to the equivalent of 47,000 households. As announced earlier this year, the City of Brandon is poised to realize substantial savings due to a significant investment from the CIB of nearly $43 million. The City forecasts an annual savings of $1 million, contributing to an overall estimated saving of $30.6 million.  The water treatment facility upgrade and expansion project will service residents for a projected 30-year horizon with provincial support of up to $53 million toward safe and clean drinking water infrastructure for the region. Key Developments: The Water Treatment Facility Upgrade and Expansion Project in Brandon will enable Manitoba’s second-largest city to provide potable drinking water that meets and exceeds the standards set by provincial regulators. The Southwest Brandon Wastewater Servicing Project, which includes the Southwest Lift Station, will expand the coverage of the existing wastewater processing facility to meet the residential and commercial demand in this rapidly growing region of the City. The borrowing for the Southwest Lift Station will be ultimately funded by development charges, ensuring a sustainable financial model. The infrastructure investment will enable Brandon to accommodate up to 2,300 new housing units. All water and wastewater infrastructure will remain publicly procured, owned and operated by the City of Brandon.   Mayor Jeff Fawcett expressed his enthusiasm for the partnership, stating, "This agreement represents a major step forward for our city. The combined expertise and resources of the Canada Infrastructure Bank and Fusion Credit Union will enable us to undertake projects that will benefit our community for years to come."
