Due to these incidents, a warrant has been issued for his arrest. City Council Meeting Highlights for Feb. 17, 2026

Brandon, MB – At its regular meeting on Tue, Feb. 17, Brandon City Council discussed a range of initiatives and operational matters. Key highlights are summarized below. Servicing of Community Organic Depot Locations City Council reviewed multiple options regarding both the locations and service levels of the community organic depot bins. After careful consideration, Council decided not to reinstate the organic depot bins at community sites. An update on the Organic Depot has been requested from City Administration and will be presented at the council meeting on June 15, 2026. The City is expanding the diversion depot site at the Eastview Landfill. It is expected to be open in late spring or early summer. The decision to consolidate diversion services at the landfill comes after years of increasing contamination and illegal dumping at depot sites, which have resulted in unsightly messes, hazardous materials, and a significant rise in complaints from residents and businesses. The City’s residential curbside organics program serves around 11,000 households, with much higher compliance and lower contamination rates. Weekly organics green cart collection will resume this spring. RM of Cornwallis Service Sharing Request Council received a formal request from the Rural Municipality of Cornwallis, acting on behalf of VBJ Developments Ltd., to establish a wastewater service sharing agreement. Council has approved the initial phase of a comprehensive evaluation process for this request. City administration will proceed with an evaluation and present a report containing recommendations for a By-Law, which will be submitted for Council's consideration at a later date. Age Friendly Resolution Amendment Council approved a resolution to amend the structure and operations of the Age Friendly Committee. Under a new arrangement, the committee will transition to function as an external entity and transfer operations under Brandon Seniors for Seniors Co-op. This change is intended to enhance the efficiency of services provided to aging adults within the community, while also allowing for expanded opportunities to support their needs. City Council members will continue to be appointed to the Age Friendly Committee on an annual basis, maintaining a connection between the City and the committee’s activities.  By-Laws: Council gave first reading to By-Law No. 7443 to rezone property located at 1428 Louise Avenue from PR Parks and Recreation to EI Educational and Institutional to allow for the redevelopment of Park Community Centre with a dedicated daycare facility. Council gave first reading to By-Law No. 7444 to rezone properties located at 856 and 862 - 1st Street from RMD Residential Moderate Density to RHD Residential High Density to allow for the development of a 20-unit residential building. City of Brandon to Begin Snow Clearing Operations on Priority Routes Tonight

Brandon, MB - As of 11 a.m. today, the City of Brandon has received 5 cm of snowfall, triggering a snow clearing operation for priority routes. The City’s Public Works Team is sharing their tentative schedule of the snow clearing that will take place over the next several days: Street clearing begins at midnight tonight with the P1A route, followed by the remaining priority routes. Multi-Use pathways clearing begins at midnight tonight. Sidewalk clearing begins tomorrow at 8 a.m. Back Lane clearing is currently underway in Route 3 in advance of tomorrow’s collection. Route 3 includes city streets from College Avenue to Richmond Avenue and 26th Street to 42nd Street. Other back lane routes will be reassessed tomorrow. Priority Routes Schedule (subject to change): P1A:     12 a.m., Thu, Feb. 19 2 + 6:    12 p.m., Fri, Feb. 20 4 + 5:    12 p.m., Sat, Feb. 21 1 + 3:    12 p.m., Sun, Feb. 22 Please note that this schedule is tentative and subject to change. About Snow Clearing Operations Snowfall accumulation, snow density, humidity, fluctuating temperatures, wind velocity and direction, along with the time of year, all influence the City’s response to snow events. The City uses a priority-based system for street clearing, determined by street classification and traffic volume. Street clearing operations always begin with Priority 1A Route, which includes key streets, sidewalks, and walking paths to ensure safe and efficient mobility for all. In emergency situations, snow removal equipment may be redirected as necessary to support police, fire, or ambulance response vehicles. Brandon School Division Board announces new Superintendent/Chief Executive Officer

Jon Zilkey brings 30 years of experience in education in Manitoba and 10 years of experience in senior administration, including Assistant Superintendent for Park West School Division, Superintendent of Swan Valley School Division, and, for the last five years, Assistant Superintendent of Brandon School Division. He has also served as Principal for Hamiota Schools and as a long time educator at Elton Collegiate.  Mr. Zilkey holds a Bachelor of Science Degree, a Bachelor of Physical Education Degree, and a  Bachelor of Education After Degree from the University of Manitoba, and a Master of Education  Degree from Brandon University. Mr. Zilkey graduated from Grandview School K-12 and has worked  in the Westman area for his entire teaching career.   Mr. Zilkey brings to this position considerable educational experience, with a strong focus on  students and their needs and a commitment to improving the system for all stakeholders, including  students, families, and staff.  On behalf of the Board of Trustees, we extend congratulations and best wishes  to Mr. Zilkey on this exciting new role.

Banking Error Caused Duplicate Tax Installment Plan Withdrawal for Some Property Owners

On Feb. 17, 2026, the City of Brandon was made aware of a banking error that resulted in a select number of properties enrolled in the Tax Installment Plan (TIP) experiencing a duplicate withdrawal of their February payment. This issue was isolated to a limited group of accounts and was identified promptly upon notification.  As a result of this error, 1,274 properties enrolled in the TIP program were affected. The City is actively working with our banking provider to ensure that the duplicate transactions reversed as quickly as possible. Refund of the duplicate payments will begin processing Wed, Feb. 18 and completed by Fri, Feb. 20. Impacted property owners will be contacted directly regarding refund of the duplicate payment and any applicable fees.
