Manitoba Early Childhood Educator Students to Receive Tuition Reimbursement

The governments of Canada and Manitoba are investing more than $4 million to reimburse the tuition of early childhood educator students by up to $5,000 per school year to help cover tuition-related costs of recognized programs Terry Duguid, member of Parliament for Winnipeg South, on behalf of federal Minister of Families, Children and Social Development Karina Gould, Manitoba Education and Early Childhood Learning Minister Wayne Ewasko and Manitoba Advanced Education, Skills and Immigration Minister Jon Reyes announced today. “Reducing barriers for individuals to obtain their certification as an early childhood educator will stabilize and strengthen the early learning and child-care sector workforce, which will further enhance the quality and availability of child-care spaces throughout the province,” said Ewasko. “Early learning and child-care sector staff are dedicated to promoting positive early childhood development outcomes, and our government is proud to announce this initiative to support them in obtaining their certification.” Tuition reimbursement is available to Manitoba residents who: will be attending a part- or full-time recognized early childhood educator program, including the workplace program, in 2022-23; completed courses in a recognized early childhood educator program in 2021-22; or graduated from a recognized early childhood educator program in 2021-22. Students must also confirm they will work in Manitoba’s early learning and child-care sector for two years as part of the application process. “Early childhood educators are at the very heart of the Canada-wide early learning and child-care system,” said Gould. “Today’s announcement with Manitoba is a meaningful step toward growing the number of professional educators in the province, which is critical to expanding access to regulated child care.” “The early childhood workforce of teachers and staff are the backbone of providing high-quality early learning and childcare,” said Duguid. “Our government is dedicated to supporting Manitoba's early childhood educators and providing them with the tools and resources they need to succeed. Today’s announcement will help grow the workforce and support those who are considering this important career.” The ministers noted a dedicated early childhood workforce is needed to provide early learning and child-care services. Funding in this year is being provided for the early childhood educator tuition reimbursement initiative through the Canada-Manitoba Early Learning and Child Care Agreement 2021 to 2025. “Tuition costs have been identified as a barrier to accessing early childhood educator programs at post-secondary institutions, but this new initiative will make it easier for individuals to enter these programs, receive their certification and enter the workforce,” said Reyes. “Increasing participation in post-secondary education, skills training and employment is a key pillar of our Skills, Talent and Knowledge Strategy, and the creation of this program helps advance our work to ensure students gain the right skills and competencies to thrive.” The ministers noted support for students in early childhood education programs is only one part of a broader workforce strategy for early learning and child care that will be developed in consultation with stakeholders. The tuition reimbursement also builds on other recent investments for child-care facilities made to ensure Manitoba families have convenient access to high-quality, flexible and inclusive child care including: almost $37 million for operating grants to support wage equity for early learning and child-care staff; $6.6 million to help recruit and retain staff by providing a one-time retroactive wage supplement for the lowest-paid child-care assistants and early childhood educators; and more than $8 million to fund more than 3,100 new early learning and child-care expansion spaces at 177 facilities across the province. “Students and recent graduates from Red River College Polytechnic’s early childhood education programs will benefit greatly from this tuition reimbursement program,” said Ruth Lindsey-Armstrong, community services chair, RRC Polytech. “The learners who dedicate themselves to a career in child-focused education and development are compassionate individuals, who enable children and youth to develop confidence and learning potential. Suspect speeds away from police at speeds in excess of 150 km/h

Source: BPS News Release On October 25, 2022 at 4:50 am, police attempted to stop a vehicle on Victoria Ave. E after numerous traffic infractions were witnessed.  The suspect sped away from police at speeds in excess of 150 km/h.  Police did not pursue the vehicle due to the dangerous manner in which the suspect was driving. Police later observed the vehicle travelling west along the south 110 bypass travelling at a high rate of speed all the while committing numerous traffic offences.  The vehicle eventually drove off the roadway, into an open field where it came to a rest near Hwy 10 and PTH 110. Police approached the vehicle, but the driver had fled on foot leaving behind a 22-year-old female passenger.  Further investigation revealed that she had been injured due to an assault inflicted on her by the 28-year-old male suspect/driver.  She was not injured as a result of the crash, and she received medical treatment for the minor injury caused by the assault. Police set up a perimeter to locate the accused with the assistance of the Police Service Dog Unit.  The suspect was located and arrested a short distance away.  He was found to be in possession of a knife upon his arrest. Further investigation revealed that the vehicle the suspect was driving, a 2022 grey Chevrolet Malibu, was reported stolen out of Brandon on October 17, 2022.  The license plates on the vehicle did not match the vehicle, as they too been reported stolen. The 28-year-old suspect was lodged at Brandon Police Service to appear in court on charges of Flight While Being Pursued by Police Officer, Dangerous Operation of Motor Vehicle, Possession of Property Obtained by Crime X2, Possession of a Weapon, and Assault.  He also appeared on outstanding warrant charges of Assault.

Female (29) arrested for assault

Source: BPS News Release On October 25, 2022 shortly before 2:00 am, police responded to a report of an intoxicated female causing problems at a residence.  Individuals at a second residence agreed to look after her; however, a short time later they too call police indicating the female’s unwanted behavior was continuing. The female was arrested for Breach of the Peace and lodged at Brandon Police Service to prevent her actions from continuing.  While she was being lodged, she spit in the face of a Commissionaire who was working in the detention unit at the time.  The 29-year-old female was arrested for assault and will be released once sober to appear in court on December 29, 2022 on a charge of Assault.

Break and Enters to residential garages – Two Male Youth Arrested

Source: BPS News Release On October 24, 2022 at approximately 12:30 am, police responded to a report of a break and enter to a garage in the 500 block of 16th street.  Suspects forced their way into the garage and rummaged through a truck and storage area. While police were attending to the B&E, they received a report of an alarm to another garage in the 1600 block of Park Ave.  Investigation revealed that suspects were unsuccessful in their attempts to break into that location, and two suspects were seen running from the area. Police established a perimeter in the area and the Police Service Dog Unit attended to track the suspects. Other reports were received of a truck window that had been broken in the 1500 block of College Ave, where a cell phone and change purse stolen, and another in the 800 block of 16th street the suspects forced open the door to a garage.  There the suspects were found hiding under a vehicle in the garage before they were arrested. Upon their arrest, police found them to be in possession of bear mace. The 17-year-old male youth was found to be wanted on outstanding charges of Fail to Attend Court.  He was lodged at Brandon Police Service and will appear in court today on additional charges of Break and Enter X2, Mischief Under $5000, Theft Under $5000 and Possession of a Weapon.
