CRIME OF THE WEEK for December 9th, 2022 The Brandon Police Service is seeking the public’s assistance in solving a Break and Enter. On December 1st, at 1:30am, a suspect broke into an apartment complex on Elviss Crescent. Once inside, the suspect attempted to gain entry into a mechanical room causing damage to the door. The suspect appears to be a male, average build, wearing a red jacket, black pants, white toque, and a blue face covering. Photos and video of the suspect are attached to this release:

Source: BPS News Release In the Dec 9th release it was reported that officers had closed the Daly overpass (18th St bridge) for a single vehicle vs pedestrian collision.  The incident occurred at approx. 6:20 AM Friday Dec 9, when a northbound vehicle struck a male on the roadway. The investigation has revealed that the 19 year old male intentionally put himself in the path of the northbound vehicle.  The driver of the vehicle had no ability to avoid colliding with the male.  The male was taken to hospital by ambulance, but sadly was pronounced dead a short time later.  There are no charges being contemplated against the driver of the vehicle involved. Original Release Pedestrian vs Vehicle On December 9th, 2022 at 6:22 am, police responded to the Daly Bridge (1800 Pacific Avenue) for a report of a pedestrian vs vehicle collision.  The pedestrian suffered serious injuries and was transported by ambulance to Brandon Regional Health Centre for treatment.  At this time the bridge is closed to all forms of traffic while members of the BPS Traffic Section conduct an in depth investigation.  An update will be posted when the bridge has reopened.

Source: BPS News Release On Monday, 2022-12-05 at 2:40 pm, Correctional Officers from Brandon Correctional Centre were engaged in a medical escort with inmate Ryan Joseph ROULETTE at Brandon Regional Health Centre. After ROULETTE was discharged from the hospital and upon Correctional Officers escorting the male back to a transport vehicle to return to Brandon Correctional Centre, ROULETTE refused to enter, continuing to walk past it.  Correctional Officers attempted to re-direct ROULETTE to the Correctional vehicle but he managed to slip off one handcuff and used it as a weapon striking the three Correctional Officers multiple times.  As a result, two of the officers fell to the ground with one striking their head on the pavement.  The two remaining officers were able to regain their footing and engaged ROULETTE in an attempt to subdue him; however, these attempts were unsuccessful and they were unable to prevent his escape. Upon escaping, ROULETTE jumped over a nearby fence and approached a parked vehicle and using his loose handcuff, struck the driver’s side window of the vehicle; however, was unsuccessful in gaining access to the vehicle.   ROULETTE then continued fleeing on foot toward an occupied second vehicle, where he entered it, placing himself in the passenger seat and demanding the occupant to drive.  The driver refused to comply with ROULETTE’s request and was pushed out of the vehicle while parked.  Upon fleeing the scene in the vehicle, ROULETTE reversed into an additional occupied vehicle parked behind it as well as a secondary vehicle parked in front.  After hitting these vehicles, ROULETTE drove over the curb and onto the sidewalk, forcing a Correctional Officer to jump out of the way to avoid injury and narrowly missing a cyclist. At 2:52 pm, a witness phoned BPS to advise a suspicious vehicle driving along Pacific Avenue.  Police attended to area and located ROULETTE driving the vehicle and a subsequent traffic stop was attempted.  ROULETTE proceeded to maneuver around the police cruiser and fled the attempted stop, striking another parked vehicle and eventually losing control and hitting yet an additional three other parked vehicles.  Responding BPS members on scene were able to remove ROULETTE from the driver’s seat as he actively resisted their efforts.  ROULETTE was successfully taken into custody after being Unlawfully at Large for a period of 17 minutes.  He was returned to Brandon Correctional Centre by members of BPS and placed back into the custody of Correctional Services. On December 8th, 2022 a member of the BPS Major Crimes Section attended to BCC and charged 28 year old, Ryan ROULETTE, with the following offences: Resist Arrest x2, Escape Lawful Custody, Assault PO with Weapon x3, Dangerous Operation of MV, Fail to Stop at Scene of Accident x3, Flight While Pursued by PO, Theft MV (Attempted), Theft MV and Robbery with Violence.  ROULETTE is to appear in court December 9th, 2022. As a result of the assaults on Correctional Officers, two of the officers suffered swelling and bruising and the third suffered a large contusion with abrasions to his head and neck.

(City of Brandon PSA) City administration will be presenting a “Planning for Growth” session to City Council on December 12, 2022 from 5:30 to 7:00 p.m. in Council Chambers at City Hall (410 9th Street) to provide an overview of the efforts made over the last 10+ years to plan our community and discuss the Southwest Brandon Wastewater Servicing Project in more detail. Although not a public discussion, members of the public are welcome to attend to observe and gain more information on the topic. The session will also be live on the City’s YouTube channel. The “Planning for Growth” session is the first in a series of events aimed to improve understanding of how, where, and when we grow our community. The event will be followed by a second Council session in early January on “Paying for Growth;” an open house for all residents in mid-January; and the public hearing on the Southwest Wastewater Borrowing By-law in late January. The City of Brandon is planning for population growth and is expecting to have 63,000 to 65,000 people within 30 years. This growth is expected to occur in both our established areas (areas already built up within existing infrastructure) and emerging areas (new areas at the edge of the city requiring infrastructure). Growing in both emerging and established areas enables opportunities for increased types of both residential and commercial uses to meet market demands. Over the past ten years, the City of Brandon has been a leader in growing our existing built-up areas, seeing approximately 30% of all new residential units constructed in established areas and 70% in emerging areas. The City plans to continue this growth pattern as we enable development within our existing neighborhoods with a focus on our busiest streets and our downtown core, while facilitating planned and orderly growth around the edges of our community. Prioritization of growth in emerging areas is beneficial to ensure a cost-effective use of public funds spent on new infrastructure. Through Council direction and planning over the last 10+ years the City has prioritized development in our south growth area. The City is planning for 75% of our emerging area residential growth and 60% of our emerging area commercial development to occur in the south growth area. Considerations when prioritizing the southern growth area included landowner/developer interest, amount of potential developable land and mix of land uses. The City has approved multiple land use and infrastructure plans within the south growth area and developers have proceeded with more detailed planning and in some instances have started construction. Unfortunately, almost all land within the south growth area has servicing limitations and the city is nearing or at the point in most areas where buildings cannot be constructed without wastewater upgrades being completed. The attached map identifies the long-term south growth area land use vision, including lands currently within the City to accommodate approximately 30-year growth and potential lands for future urban growth to the south of the city to accommodate approximately 50-year growth. To promote connectivity, the proposed future urban boundary is the existing highway extension to the east of 18th Street and the future planned highway extension to the west of 18th Street. The borrowing to construct southwest wastewater improvements is one of the initial steps in the City’s infrastructure investment plan to make this growth vision a reality. Source: BPS News Release On December 7, 2022, police and BFES crews responded to a report of a truck vs. pedestrian collision at 34th street and Victoria Ave at approximately 5:30 pm.  The 69-year-old male driver showed signs of impairment and was arrested.  He provided samples of his breath that resulted in an administrative suspension. The 26-year-old female pedestrian received injuries, which were minor in nature, and she was taken to the hospital to have her injuries treated.
