Province Moves to Protect Public Auto Insurance Model with New Legislation

The Manitoba government has introduced new legislation to enshrine the current registered owner model into law, ensuring it remains the model used by Manitoba Public Insurance (MPI), Justice Minister Matt Wiebe, minister responsible for Manitoba Public Insurance Corporation, announced today. “Our government is making sure vehicle insurance rates remain affordable for Manitoba families,” said Wiebe. “By keeping MPI public and protecting the registered owner model, our government is ensuring stable, affordable insurance for Manitobans, now and in the future.” “We’re putting MPI back on track and protecting Manitobans from future attempts to raise rates on families through changes to the insurance model,” said Wiebe. “These new protections are part of our government’s way of saving Manitobans money, which includes freezing hydro rates, providing permanent gas tax relief, and maintaining some of the lowest car insurance rates in Canada.” The Manitoba Public Insurance Amendment Act (2) ensures that MPI remains stable, affordable and focused on serving Manitobans, the minister noted.

Two 15-Year-Olds Charged After Mutual Assault on McTavish Avenue

On October 5th at approximately 12:02 p.m., Brandon Police were notified by a family member of an assault in progress in the 1600 block of McTavish Avenue. Upon arrival, officers determined that both individuals involved—a 15-year-old male and a 15-year-old female—had assaulted each other. Both youths were arrested, charged with assault, and later released on Undertakings. Notifications were issued to the parents of each youth. The 15-year-old female is scheduled to appear in court on December 16th, 2025, while the 15-year-old male is scheduled for December 23rd, 2025.

Police Arrest Two After Armed Robbery Incident on Victoria Avenue

On 2025-10-03 at 1652 hrs, the loss prevention officer (lpo) to a business in the 900 block of Victoria Avenue reported to police that a female in the store was in possession of a handgun.  Police attended to the location within 2 minutes and without incident took into custody the female and male associate while they were exiting the business.  A search of the female's purse resulted in the seizure of a replica revolver handgun, and a cannister of bear spray in the possession of the male.  Investigation revealed that the loss prevention officer had confronted the female inside the business earlier about the contents concealed in her purse, whereby she produced an imitation revolver handgun and displayed it to employee, resulting in the loss prevention officer feeling threatened and permitting the female to leave the business with the stolen merchandise.  The 19-year old female has been lodged to appear for court on 2025-10-04 for the charges of Armed Robbery and Possession of a Weapon.  The 26-year-old male has also been lodged for court on 2025-10-04 for the charges of Possession of a Weapon, Carry Concealed Weapon, Theft Under $5000, Failure to Comply with Release Order and Failure to Comply with Probation.

The Brandon Police Service is seeking the public’s assistance in locating this person who is “WANTED BY POLICE”: Chelsea EASTER FOR Assault. Between the hours of 10:00 p.m. and midnight on June 14th, 2025, EASTER assaulted a 28-year-old male. Easter spit on, pushed and punched the male. Police attended the address to arrest EASTER but did not locate her. At this time the whereabouts of EASTER is unknown and as a result the Brandon Police Service has issued a warrant for EASTER’s arrest. Construction of the Membrane Building at the Water Treatment Facility Begins Next Week

The second phase of a multi-year upgrade and expansion of the City of Brandon’s municipal water treatment facility is poised to begin in October. This follows the successful completion of phase one of the upgrade: the Chemical Building construction in 2022. Contractors will be mobilizing to the site next week for the construction of a dedicated membrane building connected to the existing water treatment facility at 108 - 26th St. N. Joint funding between the City, Provincial and Federal governments through the Investing in Canada Infrastructure Program (ICIP) contributed to the award of this $127.9 million project to North American Constructors Ltd. this summer. Construction will be focused in the southwest corner of the existing property along McDonald Ave. over the next 4 years and will include: A new membrane building complete with a dual-membrane process, using both ultra- and nano-filtration, to treat water A new electrical substation Additional treated water storage Underground piping Many connections to existing equipment both inside and outside the facility The project is anticipated to be complete by June of 2029. Every effort will be made to limit the impact on residents during construction, with conditions expected to change over the duration of the project.  Access to the south parking lot within Queen Elizabeth Park will be closed beginning Mon, Oct. 5th.  The tennis courts within the park will continue to be accessible for use on the north side of the courts.
