City Council Meeting Highlights for September 8, 2026

At its regular meeting on Tue, Sept. 8, Brandon City Council discussed a range of initiatives and operational matters. Key highlights are summarized below. View the full agenda at brandon.ca.

Brandon Transit Update

Council received an update on Brandan Transit service improvements and the first phase of implementation of the Transit Master Plan, a long-term roadmap designed to modernize the City’s transit network. As part of the changes, Route 4 (Trans Canada) and Route 5 (Assiniboine) will become Routes 3 and 7, respectively starting Mon, Oct. 5.

Operation Red Nose

Council received a presentation from Len Isleifson on behalf of Operation Red Nose regarding the program’s return to Brandon for the 2026 holiday season. Council approved waiving the $13 administration fee for Criminal Record Checks required for up to 150 program volunteers.

Golf Course Drainage Enhancements

Council approved $210,000 in priority drainage enhancement work at Wheat City Golf Course. The project aims to improve drainage capacity, reduce future course closures following significant rain events and flooding, and enhance overall course playability.

Joint Use of Community Facilities Agreement Update

City Council approved updates to the Joint Use of Community Facilities Agreement with Brandon School Division. The agreement supports shared use of school and community facilities, helping to maximize public access to recreational spaces while minimizing user fees. This partnership continues to provide significant community benefit through strong utilization of facilities by residents and community groups.

Environment & Climate Change Committee Recommendations – Administrative Comments

Council received Administration’s review of recommendations from the Environment & Climate Change Committee and directed Administration to provide a comprehensive analysis of the recommendations, including affordability considerations and short- and long-term financial impacts. Council also adopted a minimum Tier 2 energy performance target for new City-owned buildings and major civic renovations where technically feasible.

Council Committees and Boards Review

Council received a review of Council-appointed boards and committees aimed at strengthening governance, improving effectiveness, and enhancing citizen participation. Key recommendations include establishing Governance and Priorities and Appeals committees, formalizing Education Briefings for Council training and information sharing, and requiring internal boards and committees to develop terms of reference within 12 months.

Additional Citizen Appointment To the 2026 Board of Revision

Council appointed Cherie Langston as a citizen representative to the 2026 Board of Revision for a term of office of Sept 9 to Dec. 31, 2026.

Subdivision 4500-26-757 – 3500 Richmond Ave. E

Council approved a subdivision application for part of 3500 Richmond Ave. E. to facilitate consolidation with the adjacent property at 4000 Richmond Ave. E, aligning property boundaries with the existing development and ensuring compliance with site requirements.

Council gave first reading to By-Law No. 7463 to rezone part of the property located at 110052 Patricia Ave from AG80 Agricultural General to CAR Commercial Arterial and OS Open Space. The proposed rezoning would allow for the development of six commercial lots, a public road and public reserve space.

The next regular City Council meeting will be held on Mon, Sept. 21, 2026 at 7 p.m.
